Waltham Forest Council has established a company with the aim to deliver thousands of homes, retail and commercial units over the next 10 years.
Waltham Forest Developments (WFD) will then offer these properties for rent, with tenancy durations ranging from six months to five years.
Tenancies will be available through council nomination.
The properties will be delivered across a number of sites in and around Waltham Forest and east London.
Work is expected to begin in early 2018 with completions due from late 2019 to early 2020.
“Developments don’t get built overnight so it is vital we work creatively and in partnership with the community and private sector partners to make this a success story for local people and the borough,” said Darren Welsh, director of housing at the council. “Encouraging local businesses and empowering local communities is something we will be looking to explore more fully as WFD grows.”
