New planning guidelines for South Grove

Waltham Forest Council has presented new guidelines for the development of the South Grove and St James area.

A new Supplementary Planning Document (SPD), adopted by cabinet on 16 May, is aimed at guiding proposals for the development of what is expected to become a new residential and workspace quarter in the town centre.

Development will feature new infrastructure, including a new health and wellbeing hub.

The SPD also focuses on Courtenay Place (currently a bus layover) and the area’s railway arches, seeking to create routes through to the High Street and new retail units.

An initial South Grove SPD was adopted in 2015 and two schemes have been granted planning permission in the area since. 

One includes 97 properties to be allocated as affordable and almost 3,000sq m of public space, along with 788 cycle parking spaces; the scheme will also include retail space and a cycle and pedestrian route. It is expected to create 55 jobs during construction and seven permanent positions after completion.

Another scheme given approval will involve the redevelopment of the Essex Brewery site on Brunner Road to create 183 homes.

As well as detailing the infrastructure required to support South Grove and St James Street, the new SPD aims to guide proposals for the development of the rest of the site.
